HCIC POLICIES

Here, you will find policies that have been approved and adopted by the Huntington Cleveland Board of Directors. These policies are to provide guidelines for the management and regulation of irrigation water use within the Huntington Cleveland Irrigation Company (HCIC). These policies are designed to provide a general framework and may not address all issues related to irrigation water use. Any additional problems and issues that may arise that are not specifically addressed with these policies will be dealt with on a case-by-case basis by the HCIC Board of Directors (Board).

  • Policy No. 01 (03-19-2026)

    Huntington Cleveland Irrigation Company

    Policy No. 01 – IRRIGATION WATER USE

    This policy provides guidelines for the management and regulation of irrigation water use within the Huntington Cleveland Irrigation Company (HCIC). This policy is designed to provide a general framework and may not address all issues related to irrigation water use.

    Problems and issues that arise that are not specifically addressed with this policy will be dealt with on a case-by-case basis by the HCIC Board of Directors (Board).

    Irrigation season begins on March 1st and ends on October 31st and contains three periods:

    1) Early Irrigation Season; 2) Direct Flow Season; and 3) Storage Water Season. Guidelines for the use of irrigation water for each of these periods are described below.

    Early Irrigation Season:

    Early Irrigation Season begins March 1st and runs until such time as the Board of Directors determines, in its sole discretion, that the early season river flow can no longer sustain early season irrigation demands.

    • The duration of the Early Irrigation Season will vary year to year and is dependent on how much water is in the river and how many shareholders choose to irrigate.

    • An allocation will not be set for Early Irrigation Season water and use of water during this period will not be charged against participating shareholders account.

    • HCIC will attempt to reset all meters prior to the start of irrigation season.

    • In order to use Early Irrigation Season water, shareholders must make a water call each week before Monday at noon, informing HCIC of the meter # and estimated amount of water use for the week. Early Irrigation Season water use will not be allowed if a weekly water call is not made.

    • HCIC reserves the right to restrict or otherwise control the amount of Early Irrigation Season water use per shareholder under this policy. Excessive use of Early Irrigation

    Season water by individual shareholders is prohibited. To preserve the integrity and functionality of Early Irrigation Season water use, it is expected that shareholders will limit their individual use to a reasonable amount. If a shareholder is using an excessive amount of Early Irrigation Season water, as determined solely at the discretion of the Board, HCIC may take appropriate measures to limit the amount of water use by the violating shareholder.

    Direct Flow Season:

    Direct Flow Season begins when the Board declares the Early Irrigation Season is over and runs until such time as the Board determines, in its sole discretion, that the river flow can no longer sustain irrigation demands.

    • The duration of the Direct Flow Season will vary year to year depending on how long the river flow can sustain irrigation demands and will generally last until the end of runoff.

    • The Board will set a direct flow allocation as close to the start of the Direct Flow Season as possible. The direct flow allocation will normally be set by April 15th.

    • All water used during the Direct Flow Season will be charged against the direct flow allocation.

    • In order to use Direct Flow Season water, shareholders must make a water call each week before Monday at noon, informing HCIC of the meter # and estimated amount of water use for the week. Water use will not be allowed if a weekly water call is not made.

    • Unused direct flow water allocated to a shareholder cannot be carried over and used during the Storage Water Season. Any unused direct flow allocated to a shareholder at the end of the Direct Flow Season shall be zeroed out from the shareholders account balance and unavailable for future use.

    • If a shareholder uses more water during the Direct Flow Season than they were allocated, the amount of overuse will be charged against the storage water allocation.

    • At the beginning of the Direct Flow Season, water will only be allowed to be used at a service connection if the meter totalizer is set to zero. HCIC will make reasonable efforts to ensure meters are reset to zero at the start of the Direct Flow Season. In the event a shareholders meter has not been reset and they would like to begin using their direct flow allocation, they can contact the HCIC office or email a picture to hcic_@etv.net showing their meter # and meter reading so that prior water use is not counted against the Direct Flow Season water use.

    Storage Water Season:

    Storage Water Season begins when the Board declares the Direct Flow Season is over and runs until October 31st, or until such time as the Board determines, in its sole discretion, that the continued release of storage water is detrimental to the storage reservoirs.

    • The duration of the Storage Water Season will vary year to year depending on how long the river flow can sustain irrigation demands and how much storage water is available.

  • Policy No. 02 (03-19-2026)

    Policy No. 02 – STOCKWATER USE

    This policy provides guidelines for the management and regulation of stockwater use within the Huntington Cleveland Irrigation Company (HCIC). This policy is designed to provide a general framework and may not address all issues related to stockwater use. Problems and issues that arise that are not specifically addressed with this policy will be dealt with on a case-by-case basis by the HCIC Board of Directors (Board).

    Guidelines for the use of stockwater are listed below.

    • Stockwater may be used on a year-round basis.

    • Stockwater use will not be metered.

    • Stockwater and the stockwater system is solely for the purpose of watering livestock and is prohibited for any other uses.

    • Wasteful and excessive use of stockwater is prohibited.

    • Watering of livestock should be limited to the use of contained systems that minimize seepage and percolation of water into the soil.

    • The Board reserves the right to restrict or eliminate the use of stockwater to anyone that, in its sole discretion, is in violation of this policy.

    This policy may be amended by the Board from time to time and at the sole discretion of the Board.

  • Policy No. 03 (03-19-2026)

    Huntington Cleveland Irrigation Company

    Policy No. 03 – SERVICE CONNECTION PROTECTION

    This policy provides guidelines for the protection of service connections throughout the Huntington Cleveland Irrigation Company (HCIC) pipeline delivery system. This policy is designed to provide a general framework and may not address all issues related to the protection of service connections. Problems and issues that arise that are not specifically addressed with this policy will be dealt with on a case-by-case basis by the HCIC Board of Directors (Board).

    Guidelines for the protection of service connections are listed below.

    • For the purpose of this policy, service connections are generally known as the facilities that interconnect the HCIC water delivery system to the individual on-farm systems.

    • Service connections typically include the following features:

    o Upstream isolation valve

    o Stockwater valve

    o Manhole with a cover/lid and a flow meter

    o Downstream isolation valve

    o Underground connection flange

    o Service connection post with meter display, battery, solar panel, telemetry

    and other equipment

    o Livestock panel fencing

    • For the purpose of delineating ownership and maintenance responsibilities:

    o For the irrigation water system, everything upstream of and including the connection flange is HCIC’s and everything downstream of the connection flange is the shareholders.

    o For the stockwater system, everything upstream of and including the valve is

    HCIC’s and everything downstream of the valve is the shareholders.

    • For service connections that are located on the shareholders property, it is the shareholders responsibility to protect and ensure no damage occurs to the service connections. If damage occurs to a service connection, HCIC will repair the damage and all costs will be charged to the shareholder.

    This policy may be amended by the Board from time to time and at the sole discretion of the Board.
